Since there is no natural sunlight inside, you must provide your own light to plants. There are many different types of lights you can buy, ranging from relatively inexpensive to being in the thousands of dollars.
As a regular home gardener you do not need the most expensive thing out there, and getting a strong fluorescent grow light is often enough to grow quality
plants. You want to avoid the use of incandescent lights, as they do not provide a wide enough spectrum of light rays in order to meet all the needs that your vegetable crops will have, or whatever you choose to grow.
As for watering, this is not as hard as some people make it out to be. If your soil is dry, then put enough water in so that it is not oversaturated, but is moist to the touch. Do not resort to watering your plants a lot as a means of trying to make them grow faster. This can only have disastrous consequences, and usually a better thing to do if you want to increase the rate of growth for vegetables is to get a better, and more powerful light. Some plants do need to be watered more than others though, so you should be aware of all the specific needs or your plants before getting started.
